If the current episodes are set in AGE 779~780 that means Present Trunks is like 13~14 years old, let's assume he's 13. That means his Future counterpart , who is around 20 years older than his present self, would be around 33 years old .
It's just that this image of him - doesn't strike me as a 33 year old man.
He looks even younger than his GT self. I'd say he even looks younger than his EoZ self. I know a saiyan's appearance doesn't change much when they hit a certain age in their adulthood, but still.. They could've made him look a bit older than his last appearance in the CellGames arc. But then again, they could've also made Goten, Trunks and Marron look older.
I'd like to hear your opinions about this.

Time doesn't work in a linear fashion between the two timelines. Between Trunks' first and second trips to the past, three years transpired within the main story timeline, but only 8 months transpired within his (the amount of time it took to recharge his time machine), so just because it was "around 20 years" that first time around doesn't mean that it was always a static 20 years apart for each occasion.

Future Trunks is from an alternate timeline. While 13~14 years passed in the normal timeline until Trunks appears again, maybe he is only 2~3 years older than when he killed Cell.
Kind of like when Trunks came from Age 784 to Age 764, killed Freeza, went back to 784, charged the time machine (I think it takes 8 months), and then went to 767. 3 years pass in the normal timeline, but only 8 months in Trunks' timeline.

I would just say its the art style differences Super has compared to Z and GT. And then like you said he is half saiyan so him looking young at 33 would be fine. And actually that's not really that uncommon in real life. Everybody thought Andy Milonkis was a teenager when he was really in his 30's (though he has growth hormone deficiency), and some actors play high school kids for years on shows, including Bianca Lawson who played teenagers for ~20 years (she played a 18 year old at ~33).

Yep. I'm nearing 30 and regularly get mistaken for anywhere from 18-19ish to 23-24; it's pretty rare that anyone ever guesses older than that. Add Saiyan slow-aging to the possibilities for a human to age pretty slow in the first place depending on the human, and... yeah, I can see a 33-year-old Trunks basically not looking any older than 17-18 year old Trunks did.
But yeah, there's no guarantee this Trunks is even supposed to be 33.
(Also, there's the whole "he has blue hair, not purple" thing. Is this even "our" Future Trunks -- with his hair adjusted to match Bulma's hair color in the anime? -- or is he a new alternate-future one we've never actually seen before??)

It's our Future Trunks as detailed in the arc preview. Toriyama just isn't a stickler for being consistent with coloring.

I don't think the conclusion here though is necessarily that time flows differently unless the time machine can only go back a set amount of time.
Like if I go back in time 2 weeks and stayed in the past for one day, I could set my return trip to be one minute after I left and in that timeframe, it'll look like I'd only been gone one minute. From my point of view though I'll have been gone a whole day.
The question from there is: If it hasn't been 13-ish years for Future Trunks, why did he pick this specific time to visit?
