Tate can't supervise for fourteen weeks if there are no animators to do the key animation for him to supervise. Tate's next episode will probably look just as bad, especially if he has no good animators working under him. I don't know, some shots really scream Yashima, but there are also quite a fair amount of shots that looks a lot more polished that a typical Yashima episode and there seems to be a lot of animation. Watching the NEP again the next episode actually looks like it could be pretty okay.
EDIT: Looking back over it the only shots that REALLY look like typical Yashima to me are when Goku moves his arms after blocking a kick early in the NEP and then late in the NEP when he is flying at the screen while it rotates.

I thought the Galick gun was great. I feel like we're finally getting to DBZ levels of destruction during combat. But i'm starting to agree with the people that said galick gun is popping up too much. Well, at least they used one of their worst animators/supervisors on a fillerish episode. Maybe they didn't want Tate working hard on this episode so he could focus on something later down the line in the new Trunks arc.

I'm a little iffy on the Gotenks transformation itself, but the Monaka reactions are definitely him. It's very strange seeing his work so heavily filtered through another supervisor.
I wonder how these uncredited situations come about. Was he just sat in an office and Kitano was like, "Hey bud, wanna do a couple of cuts to make sure this is done on time?"

What probably happened was the episode was falling behind, there were some action-heavy cuts that needed to be done and Tate was the only good animator the production assistant could find. I doubt they pulled Tate off of the show for something else, the dude's been working on nothing but Super for almost a year and he's one of the best animators on the show. I'm betting he has 47.

DB super gets Deguchi, and Kitano gets shipped off to One Piece where he'll have a bit more time and staff to do the episodes. I also vote that DB super shows up on Yoshikazu Tomita's schedule
--WOAH that was ugly. I cant help but feel that the Upcoming One Piece Tv Special may have something to do with it..... That Said i have no idea why Toei wouldnt just put it in the basic anime as a filler arc. It would advertise the movie, it would put the show back a little bit, and it wouldnt leech animators from other projects.
And is it just me, or does the NEP look like something on episode 24 levels of garbage? How on EARTH do you get such a spectacular quality downgrade, the entire episode felt like it was Uchiyama on Steroids, hell, even that planet rotating cut looked like that Cut during the Uchiyama episode where goku fights 19, and next episode only looks worse.
This Episode was just horrid, with only one decent shot in there of Kaio's rotating Planet... that's it
