Anime are cartoons. People separate the two just to be more specific seeing that Japanese animation's art style is normally different than what it is in the US. People view anime as animation produced only in Japan. Other wise people will call something like Bob's Burgers a anime.

I can't speak for everyone, but after just ~30 seconds of looking at DBZ footage as a 7 year old kid in 1999 I could immediately tell it was an Asian cartoon. It was nothing like American cartoons at the time.

Bulma: Of course! I'm not gonna pull a Frieza and screw it up!
