I've played both games (I bought the GH version of B3 a while back! Cheers!) and while I agree that BT2/Sparking! NEO captures the feel of the series, Budokai 3 is the superior fighter.

Budokai 3 is faster paced (Play BT2/Sparking! NEO nonstop for a week or two, play only BT2/Sparking! NEO. Then pop in Budokai 3 to see what I mean), and I like the music =)

Or better yet do com vs com on both with settings all the way up. Watch the fights. With a maxed out stats, it's very exciting to watch B3. BT2 may have more technique and moves and what not, but not a cool as B3.

Out of the dozens of times that I've done COM v COM, very rarely does it do DragonRushes. I actually wish that they would sometimes though.

The subsequent Dragon Rush sequences in the COM's AI only occur in Normal Difficulty last time I checked. This has been addressed before in the forums way back when.

Either way, the Budokai series isn't exactly a great fighting game though, as far as DBZ games go, sure, for side-on-view fighting you won't find much better... but as I've explained before, compared to the likes of Virtua Fighter or Capcom vs. SNK it's really very clunky and stiff.

It is hard to comprehend how someone could prefer B3 over BT2. I unlocked everything in BT2 LAST YEAR. I still play the game everyday for hours. BT2 has more characters, better graphics, free-roaming battles, and more simulates DBZ. B3 is too busy, the characters are all the same (moreso than BT2), I hate the glowing red move that makes you unphasable in B3, not to mention Dragon Rush... which the computer spams to hell. There's about two combos total in B3. I can't play B3 anymore without getting bored.

... Why a Samson avatar? >.>;;

And well, while that certainly is nifty, it doesn't take away that as a fighting game, Budokai 3 is decent. If it weren't for the license of DBZ it too would've fallen into the pit of pretty good but ultimately forgettable fighting games like Bloody Roar.

The Sparking series doesn't have to fear that since it doesn't try to compete with the likes of Virtua Fighter, it more or less does it's own thing. (Unless you count Zone of the Enders and/or Virtual On as a source of inspiration)

I like both Budokai 3 and BT2, but I play BT2 so many more times! It has all the characters, so I don't have to worry about missing anyone, it has the destructive arenas, and wide-open spaces to battle in. If I had to choose which game to play between these two, I would pick BT2 without hesitation! :D
