Who is the most intelligent villain and who would make the best drug kingpin?
Who do you think applied the battle of brains over brawn the best? Choose wisely...
Piccolo Daimao
-Swallowed the dragonballs
-Killed Shenron so nobody can use the dragonballs against him
-Successfully used Tien to keep Goku from attacking
-Then break 3 of his limbs so he couldn't move
Vegeta
-Was knowledgeable on the Z-Warriors to conceal their powers on the fly and knew not to take them lightly
-Knew Gohan and Krillin would eventually come back to help Goku
-Snuck the dragonballs from under Freeza's nose by keeping a low-profile and killing his people one-by-one
Freeza
-Tricked the Saiyans into slavery
-Had almost all of them killed (except the "strong" ones) without them knowing for years
Cell
-Tricked Piccolo into letting him escape
-Then was ducking Piccolo and Tien running on feet and suppressed whenever they got close
-Played possum so he can sneak up and absorb one of the andriods (#17)
-Applied psychological warfare on #18 which almost worked
-Goaded Vegeta into letting him become perfect
-Instantly noticed the flaw in Trunks' transformation and clowned him for it
Super Boo
-Played possum by going kamikaze so he can have an opening
-Goaded the kids into fusing so he can absorb Gotenks' power and absorbed Piccolo for his maturity
-Clowned Gohan by applying mind games on him
-Almost killed Dende so they couldn't rely on his healing abilities
-Used his chopped-off antenna to absorb Gohan at the last second

Drug kingpin? Probably someone pre-Piccolo Daimao, when the antagonists were generally human beings. I vote Tao Pai Pai.

Best Drug Kingpin? Commander Red. Why? The RR was probably involved in the trade to get illicit funds. How else were they able to afford the upkeep and maintenance of their base and equipment?

Who would make the best drug kingpin? That's a very odd and specific question... just saying who the most strategic villain is, it's Vegeta and Cell. Daimao was number 1 beforehand, but they were on the next level.

Super Buu is the most pragmatic of them. With the absorbed minds of two gods, is probably the most intelligent as well. He definitely has the potential to be, both because he's immortal and because he can expand his intelligence and knowledge simply by absorbing someone.
But he would obviously have no patience for running a drug ring. The honor for "best at being a drug kingpin" should go to Red, who probably DID run something similar to a drug ring. He's the only villain with any real organizational skills. I mean, I guess you could throw Freeza in there because he ruled a bunch of planets and had a bunch of mercenaries, but he didn't appear to do any actual organizing and leading himself. He was just a really strong guy who stole other people's stuff while indulging himself in luxury. He probably had lackeys to do the boring parts.

Super Boo, hand down. He always had a back up plan if shit went south creek. And to be great drug kingpin, you really have to have Plan B, should Plan A blow up in your face.
