RoF should have been part of the training for the U6 tournament
What I mean by that is:
After Goku and Vegeta convince Whis to train them, and some time passes, Champa and Vados show up at Beerus'. They have their food contest, and agree to hold a tournament. Goku and Vegeta continue training.
Freeza getting wished back should coincide with this. The entire battle could then be seen as but a training exercise for Goku and Vegeta. Beerus and Whis being there would be less randomly-intrusive, Whis rewinding time would make more sense (Vegeta's now a pawn in Beerus' game; he's not allowed to die). Goku and Vegeta insisting on fighting solo (since the tournament will be 1v1s) would also make more sense.
Hell, you could even have Beerus play a part in having Freeza revived in the first place. Would make him retain a degree of the menacing character he started with, and it would make Freeza's death all the more hilarious and ironic.

What makes no sense is why didn't Goku and Vegeta tell Whis to train other team members for the tournament.

Ok Frieza is resurrected and comes to earth while Goku and Vegeta are off training, same as in the movie. However at the point Goku would go to earth, Champa shows up and they are detracted by whats going on (they cannot even sense the ki from earth due to Beerus and Champa's clash). Frieza gets bored and just blows up the earth but Bulma and Jaco escape. After Champa leaves, Whis picks up the message and looks in on earth. After finding out what has happened they get Bulma and try to figure out what to do. Goku tries to find New Namek but cannot and Whis discovers that Champa blow it up while looking for the Super dragon ball.
With no other options our heroes decide that they need to win Champa's tournament so they can wish back earth and new namek, Frieza will have to wait until everything put back together. While Bulma works on the new radar (with some help from Whis and Jaco) Goku and Vegeta train even harder. While thats going on Frieza truly started to rebuild his empire and even discovers the last Super Dragon Ball (by chance). He decides that he will try and gather them all for himself and makes the one he has the center of his new empire.
Our heroes eventually discover this and with now other choice, Goku and Vegeta head of to take of Frieza and his whole army. Beerus also says that if they fail he'll have Frieza to take their place.

Sounds interesting, but if we're truly going to rework it then we might as well have Piccolo and Gohan tag along too. Gohan would be extremely motivated and it's not like he can go to that conference anymore. Piccolo would get some sort of power up too. I made a bet with Alee9977 that Vegeta won't be beaten quickly by an opponent. If I lose, I switch my avatar to Vegeta getting beat by hit. If I win, he switches it to Vegeta holding Black by his hair. This will last a month.

I read a lotta versions surely smarter than the original one.
The issue is that RoF was a movie already aired and they didn't wanted to go overboard with the elements on it.
Want to do a great universes clash? Goku, Vegeta, Buu, Frieza and a new SERIOUS entry. U6 didn't have any problem to deploy morally doubtful chara, and it could be nice to see at least once opposed characters try to join forces (this was really good to see from Vegeta at Namek). it could also shown some Beerus terrific authority on mortals!

I was always hoping RoF arc would be that Champa trained Freeza to achieve his Golden form. Not for any real malicious reason. Just to fuck with Beerus a little. Like, "Oh you think you can train fighters? I can train better ones." Then it would turn into this huge thing about who can train the better fighters thus leading to the U6 tournament.
But sadly the RoF has nothing to do with much and it's just kind of the odd child left out.

Not a bad idea, those two are the third and fourth strongest after Goku and Vegeta (not counting fusion). Also Gohan's near death at the hands of Frieza and the loss of earth and his family would finally kick his butt in gear for training. I don't even like Piccolo but I hate how limited he is. If Vegeta can suddenly become equal to Goku after years of being behind, why can't Piccolo? God ki and Whis have been introduced. No doubt Toei fumbled the retelling. When the film was being made Toriyama and Toei it seems had no idea where the franchise would end up so I can excuse them for just making a stand alone story. But with DBS a thing and Toriyama already written an outline for the next arc that was an opportunity to make something out and expand the Freeza arc, but hey ho.

Well you don't need some random upgrade. The way I see it, namekians to get rediculase power boosts but because of their naturally high battle power and the fact they live longer (Piccolo is also the youngest of the pre-Z era), Piccolo is far from reaching his limit so as long as he keeps training he'll never be completely useless.
