Definitely not Vegeta he would probably be Hit's easiest as he has beat him easy before and Vegeta does not have the patience to counter his attacks.

Send Krillin, Piccolo and Tien and have them do the multi form technique to create about 100 of themselves so when Hit time skips and misses and hits the fakes they can attack and do damage. That is if Krillin and Tien can create as many of themselves as Piccolo could like against Frost. This has a very little chance of working but it has a small chance

Apart from this tactic , everything and everyone is useless apart from the Gods and Angels.
