No need for a power up IF the tournament goes beyond fights.
I have to say that as individuals everyone except Goku and Vegeta are weak.
However, what they lack in power they have in skill.
17+18 infinite power

First, Krillin's Kienzan being useful is based if you believed that it can cut through anything regardless of power, which have never been proven. Tien's Kikoho could only pushed Semi-Perfect Cell without doing any damaged to him. So that is limited even if it allows Tien to hit people outside his power range.
The Evil Containment Wave is not something Roshi can just do. You need a seal and a place to trap the opponent. Even then, it will kill Roshi since he's so much weaker than anyone else he uses it on.

All the attacks that I mentioned aren't meant to kill but to provide a strategical advantage. That is assuming that Tien's opponent is weak enough to be push. The Kikoho didn't pushed Super Buu after he absorbed Gotenks for example. Krillin's attacks damaging anyone is questionable for the reasons I named. Piccolo and Krillin fought in a team, and got wreck by Nappa, so teamwork can only go so far if your opponent is laughably stronger. The same with the androids.Mazingerdestro wrote:

Tien and Master Roshi would still need to set up the Evil Containment Wave. It isn't something that can be done on the fly. And they will die if their opponent is much stronger than them. The reason why Future Trunks did drop dead was because Future Zamasu was within his power range and may have been a little weaker.

You're ignoring that blast was aimed at Denda, who wasn't thousands of times stronger than Tien. Buu was also pierced by bullets and Dabura's spear, so the Kienzan cutting Buu isn't impressive.Mazingerdestro wrote:

The Evil Containment Wave kills based on how much strain you put on yourself. If your opponent is vastly stronger, the more strain it puts on the user. Trunks was even or stronger to Future Zamasu, which is why he didn't die.
Who says the tournament would be like Fairy Tails Grand Master Games?

Well we haven't really seen anything NOT get cut by a Kienzan that hits home in canon yet, and the attack was deemed dangerous enough by Nappa and Frieza that it momentarily caused Krillin to become a threat to them despite their overwhelming power advantage. Hell; it's the only attack that does any significant damage to Frieza at any point which speaks wonders about it's potential.
