I'd only like In Universe answers [so no , "artists cant draw bigger" isnt acceptable]
The Biggest Kamehameha [or that of any Ki Blast , as far as i can remember] was the Kamehameha's by SPC and SSj2 Gohan at Cell Games .. Since then , all Main Character Ki Attacks are MUCH MUCH stronger , yet not nearly as big as that was ..
In DBS , SSB Vegito's FInal Kamehameha should have been the BIGGEST Ki blast in size in the ENTIRE DBU . Yet it was so small [also just destroyed a Building , WTF ?????] .

I made a bet with Alee9977 that Vegeta won't be beaten quickly by an opponent. If I lose, I switch my avatar to Vegeta getting beat by hit. If I win, he switches it to Vegeta holding Black by his hair. This will last a month.

Vegetto was trying to hit the sweet spot of being able to harm/kill Merged Zamasu and NOT blow the planet up that they require to keep living. If Vegetto had done a HUGE Kamehameha, the entire planet would have gone boom and he, Trunks, Bulma, Mai and the other people they were trying to save and protect would be killed in the explosion or die in the vacuum of space.
Alternatively; the Kamehameha has been condensed for better precision power. When you focus an attack into a smaller area, the damage is spread out less far. Think about the Kienzan for example; if the ki construct didn't have such a small edge it wouldn't be as deadly. The same principle is applied to the Kamehameha. Shrink the impact point; increase the devastation wit less scattershot mess.

They max out like muscle tonicity, so basically for the same reason everyone's muscles kind of maxed out by the Frieza arc.
