That always struck me as bizarre design wise. Why would you create a dimension for training that nobody can use unless they're many times stronger than Freeza?

They can. Kid Goku stayed there for a whole month. He couldn't do it for more than that, but it was still a whole month.

Yes, it was. When Goku and Gohan enter ROSAT, Goku explains how it works to Gohan and Goku also states that he wasn't able to stay there for more than a month when he was a kid.

One year in ROSAT is one day outside, so 1 month in ROSAT would be 1/12 of a day outside (aka 2 hours outside).

So what? ROSAT doesn't stop anyone from becoming stronger if don't stay a whole year in there. Even if a fighter stays less time than one year, he will still get results from the time he spent there. And the objective is to get stronger, not stay there a whole year.

In fact, Goku and Gohan left ROSAT before the whole year was up in the Cell arc because Goku felt there was no need to stay longer.

Yes, it does. Even if Goku still wasn't really used to it, at least he should have been familiar with that kind of thing. The explanation is simple, though: Toriyama hadn't thought of ROSAT yet.
