I always though that #17 & #18 did have ki, but like a normal human. Since they don't develop their use of their ki, it stays normal. Therefore, it just like any other human on the planet, so it's pretty undetectable.
Same here. Either that or even weaker since parts of her body were replaced with cybernetics.

I like your new avvie #18 and I also agree with your points about why the twins' "ki" is so hard to sense. ^_^
