Not really, Goku can suppress his power to any level he wants. If he was going all out he would've finger flicked 17 IMO.

But 17 was also suppressing his power.

According to 17's own words, #17 going all out vs Goku matching that power = probably destroyed island.

He never said just the island would get destroyed. Also does that mean you think SSG Goku is stronger than golden Frieza?

If its the grey Vegeta wins, if it's the kid it entirely depends on whether goku was bluffing or not that he can kill kid buu in SS3 if he wanted..
If Vegeta doesn't kid around, which he probably won't in majin form, Vegeta wins this one as well

IIRC Goku thought he could generate a blast powerful enough to destroy Boo if he was allowed to charge for a minute. He couldn't do that in a fight. Vegeta would therefore lose.

Which is why Goku said he would be a terryfing opponent. Of course Goku would say that about someone weaker than Imperfect Cell.

Also why Goku went SSB despite not intending to. It makes total sense for him to use his strongest form against people who he can beat in base.
