Maybe Raditz was one of those rare mutant Saiyan whose hair doesn't stop growing after maturity. And since there are no scissors on pt. Vegeta...

I think that the shape of the hair doesn't change after birth, but it still grows to fit the size of the person, and grows back after being cut.
