Its a brief statement by Rou Kaioshin about how the person who sealed him in the Z Sword "wasn't as bad" as Majin Boo. Admittedly though, Rou Kaioshin's wording is sort of vague because whether he's talking about the
strength of Beerus or the
evil that Beerus is capable of is not clear. Since strength comparisons are commonplace in DB and Rou Kaioshin mentions Beerus' action (75 million years ago) in a matter-of-fact manner regarding the threat of Majin Boo, I always took it to mean that Rou Kaioshin was talking about strength. This is reinforced by the fact that Beerus isn't truly evil or a threat to Rou Kaioshin because killing him during that time would have also meant Beerus' death, one reason why he sealed Rou Kaioshin in the sword instead.
It makes more sense that Beerus would have gotten to his current level of power through training for millions of years then just receiving the power, especially since he was appointed as a Hakaishin(not born as one) and the fact that Whis is his martial arts teacher.
This guy says this. Is this true? Because i completely missed this.

Goku: “…He don’t look like that amazin’ an old-timer…I’ll test him out a bit.”
*Goku blasts Elder Kaioshin, who gets really hurt*
Goku: “…Like I thought, he’s just an old blowhard…”
Elder Kaioshin: “It-it wasn’t my power that my enemy was freaked out by…! It was my ferocious ‘ability’!”
Who was it that sealed the Elder Kaiōshin away in the Z Sword?
The Kaiōshin (who create planets) and the Gods of Destruction (who destroy them) have never gotten along that well, but once every 1,000 years they go to each other’s realms and hold a coordination meeting. At this time, they got into an argument over some trifling thing, and a certain short-tempered God of Destruction sealed Elder Kaiōshin away inside a sword. Naturally, it wouldn’t have been proper for him to destroy the Kaiōshin Realm itself. By the way, that God of Destruction was Beerus.

Berrus weaker than Kid Buu sounds fn weird. So a 1000 year training made Beerus as powerful as he is?

I kinda like it. Shows that Beerus' training with Whis paid off big time. Would love to know how strong Beerus was just before getting his role as GoD.
