First number is HP. I'm not sure what the others mean. Maybe ATK and DEF?

No, Dragon Ball Heroes is not some sort of Yu-Gi-Oh! where "ATK" defines that a card is stronger than the other. Heroes' cards parameters mean nothing besides for its own mechanics and functionality.

Values on DBH cards have absolutely no indication as to the character's actual cannon power level in-universe. Otherwise we would have King Piccolo being stronger than Beerus.

From those numbers? No. If you want to compare cards, see their abilities. What a card can do determines which one is "stronger" ("more useful" is the correct term) than the other.
