It is a new form, in general. But I wouldn't classify it as a new, proper Super Saiyan form. Being corrupted by the Evil Saiyan's ki is more akin to the dark magic used by Demigra and Towa in the Xenoverse series. Which I wouldn't label as "Super Saiyan Villainous" or "Super Saiyan Super Villainous" in the sense of a new form like SSG, SSGSS, SSRage, etc. If he infects someone that's not a Super Saiyan, I imagine they'll just get a regular "Berserk" label with similar traits.

It's an alteration of GOKU's psyche, not of his Super Saiyan form.
that alters his ki and outward appearance as well, on top of whited out eyes and black ki sparks
Look if we can have an 'enhanced super saiyan 2' that just has more sparks and power, but are supposed to treat it 'seperate' than super saiyan 2, then I dont see why we treat this differently

And this form, berserk, actually effects the nature of Goku's ki and power, so I dont see why people want to treat it as a perfectly cosmetic change

his whited out eyes and the fact he induces rage and corruption in others makes me wonder if he's thematically there to show what Trunks' super sayan rage could lead to? What Trunks could go if he raged too hard? Perhaps his ability to corrupt others will lead to something new from Trunks in the future?
Also, personal crack theory, but I dont think Kamba is in a base form. His long shaggy hair and tail, along with the fact his entire upper body is covered (which is where the obvious super saiyan 4 traits are) makes me wonder if that's the route they are heading with this guy? I mean yeah hes not got the eye liner though but its just something I was thinking about earlier

Yeah, I think you’re definitely overthinking it for your first theory. He just has whited out eyes because its cool and shows that he is out of control (due to rage, being berserk, or maybe he’s being controlled). SSBerserk, Ultra Super Saiyan, and Rage Trunks (temporarily) all had whited out eyes. There is nothing that sugggest that Kanba’s power is connected to Rage Trunks in any way. And Rage Trunks regained his pupils anyways.
Your crack theory makes more sense than your first theory in my opinion. I think there is a big chance he has a transformation. And if he really is an ancient saiyan (like DBL and the DBSMovie has been focusing on) than maybe he’ll have a new kind of transformation that only ancient saiyans have.
I called it that Gogeta, Bardock, and something Broly related would be in the movie before it was even announced that it was a Broly movie.

I think I might not have put my first point across well. Super Saiyan Rage has the whited out eyes, so does Berserk, if Kamba can induce immense rage (Which caused Trunk's form to emerge in Super) to the point he can cause a modified super saiyan 2 in Goku, perhaps it could effect Trunks in a different way further down the line? Maybe that's going to be a special card down the line? Or perhaps SSR is going to be Kamba's thing too?

Power levels are not just big numbers:

Power levels establish tension and drama. People who care about them (well, people who care about them in a narrative) don't care about the big numbers or the fancy explosions. If you have character A who's so much above character B, who's the main character, you're gonna be left wondering how in the hell character B, the character we're supposed to care and root for, is going to escape the situation or overcome the odds. It makes us emotionally invested.
If character B doesn't escape the situation in a believable way that's consistent with previous events, then that emotional investment is gone. It was pointless tension, pointless drama made just to suck in the viewer. It has no critical value whatsoever. The audience is left believing that the author can just create whatever scenarios he wants and what happens to the characters is decided by whatever the author wants to happen, regardless of the events that happened in the story. Which, in fairness, is what happens, but the audience wants to be fooled. The audience wants to know that the world they're following has rules. That the world they're invested in isn't going to bend to external factors that are irrelevant to them.
An author can do whatever he wants with the characters, that's not false. But the author should also have the responsibility to make sure it fits in cohesively with the other events in the narrative he has created.
