Or actually weaker than it? Gohan felt like dodging Buff Cell's blows rather than tanking them so is that a clue to Buff Cell > SSJ2 Gohan(strength only)?

I don't think we have an official information stating Super Saiyan Grade 3 to be stronger than Super Saiyan 2, so we don't know if Cell's Super Saiyan Grade 3 is stronger than his Super Saiyan 2.

Just prior to the kamehameha struggle, Gohan stated that his Ki was actually at less than half of what it was before being injured by Cell. Since Gohan killed SPC without his complete power and a full power Gohan injured Buff Cell, wouldn't that indicate that Buff Cell & SPC are around the same level?

If we use the SEG's multipliers, Super Saiyan 2 is a doubling of the standard SSJ multiplier. With respect to grade 3, I like the idea of it being within a not so distant range of double Super Saiyan 1's power but still coming up short in the power department while being woefully insufficient in other respects.

Cell's over-muscularised state might have injured Gohan if he had been able to land a hit, but the fight would have still been easily Gohan's due to other factors plus a still decent power advantage, in my opinion.

I just give cell a boost equal to the differenze between ssj and ssj grade 3, After all that form Is Just cell's version of It.
And yes, buff cell Is weaker than super perfect Cell actually in the same way he's weaker than ssj2 gohan

Anyway, I have Super Perfect Cell still stronger. Cell was already heavily damaged while going buffed.

I see ssj1 grade 3 around 110-120x multiplier. So it isn’t too much higher than ssj and not too far behind Ssj2. But I feel, the negatives outweighs the benefits.

So when cell became grade 3, I am sure his power rivaled gohan at 40-60%. But lacked speed. His SP power probably was 60% Gohan’s power, however didn’t lack the speed and energy drain like grade 3.
