Now quickly before I get in let me clarify. Basically this grade system I made is a way to explain how I feel the SSJ grades work. I've made a post on it already but to quickly explain I just can't buy any SSJ1 grade get's a multiplier higher than 50 since x50 is always what SSJ1 is described as. So I think the grades just distribute the power differently. Again not saying this is fact just my thoughts. With that out of the way let's start, with the Cell saga.
CELL SAGA
Frieza and King Cold
Mecha Frieza: Frieza seems confident he can take Namek Goku. I take this statement as Frieza's current power could rival Namek Goku who as a SSJ had a power level of 150,000,000. I would say Frieza is still his inferior but could put up a damn good fight. Frieza=145,000,000
King Cold: King Cold is said to be very relative to Frieza. The way he is talked about implies he is slightly stronger than Frieza. King Cold=148,000,000
Sayians
Goku (Yardrat): Goku has spent a year training on Yardrat. However most of his training was learning instant transmission and spirit control. Because of this I would say he would increase a fair amount. Goku=3,600,000
Goku(Yardrat)(SSJ1): 50X3,600,000= 180,000,000
Goku (Three years trained): Goku trained for three full years in preparation for the androids. He had a training partner in the form of Piccolo and a student of sorts in the form of Gohan. Because of this I would say Goku has a fairly decent increase but does not have perfect training due to him mostly focusing on preparing Piccolo and Gohan. Goku still increases in strength a fair bit. Goku=6,000,000
Goku(Three years trained)(SJJ1): 6,000,000X50= 300,000,000
Goku (Heart Virus)(SSJ1): Goku lost a lot of power from the heart virus. I would say he was performing at 20%. Goku=60,000,000
Goku(HTC training): Goku increased in strength during his time with Gohan in the chamber. While training Goku=10,650,000
Goku (SSJ1)(Grade 2):10,650,000X50=532,500,000. The ratio is 35/15 Making a good amount of Goku's power focused on strength

Goku(Post HBTC): Goku had spent a good while in the Hyperbolic Time Chamber and had risen to a great level of power. Goku as a SSJ1 is a worthy enough adversary for Cell but not quite near his full power. Goku= 17,600,000

Vegeta(Badman): Vegeta acknowledges Goku and Trunks as his superiors. Vegeta=3,000,000
Vegeta(Three years trained): Vegeta had spent three years of rigorous training to match Goku and Trunks as the two fueled his rage. Vegeta managed to unlock SSJ1 and had reclaimed his position as second place. Vegeta=5,800,000
Vegeta(Three years trained)(SSJ1): 5,800,000X50=290,000,000
Vegeta(Post HTC): Vegeta enters the Hyperbolic Time Chamber to finally surpass Goku. Vegeta=10,500,000
Vegeta(SSJ1)(Grade 2): Vegeta when turning SSJ1 surpasses all androids and was for a short while the current strongest warrior. 10,500,000X50=525,000,000. The ratio is 35/15. This means most of the Vegeta's power is distributed to his strength.
Vegeta(Post HTC V2): Vegeta after witnessing Goku's immense power decides to re-enter the Hyperbolic Time Chamber and grow. In doing so Vegeta rises back to being more comparable to Goku. Vegeta=17,000,000
Vegeta(SSJ1)(Grade 4): 17,000,000X50=850,000,000
Trunks: Trunk's arrives and posses power comparable to Goku on Namek. Trunks however is slightly stronger.Trunks=3,160,000

Trunks(Return): Trunks in his own future gained strength through his training and constant fight for survival. However Trunk's had no trainng partner and didn't have to much time to focus on himself. Trunks=5,240,000

Trunks(Post HTC): Trunks enters the Hyperbolic Time Chamber with his father as the two help eachother grow in strength. Trunks is stated to be nearly as strong as Vegeta. Trunks=10,250,000
Trunks(SSJ1)(Grade 2):=10,250,000X50=512,500,000 However the ratio is 35/15. So the actual power levels are more scewed to making Trunks stronger.
Trunks (SSJ1)(Grade 3):10,250,000X50=512,500,000 However the ratio is 45/5. So most of the multiplication goes to Trunk's strength boosting him into a higher leauge.
Trunks(Post HTC V2): Trunk's inspired by Gohan's advancements and dedication to protect the past leads to him re entering the Hyperbolic Time Chamber. Trunks was behind Vegeta before and I would assume stayed that way as he advanced. Trunks=16,800,000
Trunks (SSJ1)(Grade 4): Trunks like the other Saiyans had mastered the SSJ1 form. 16,800,000X50=840,000,000
Gohan: Gohan last on Namek has a Battle power of 200,000. Gohan is not a active trainer so probably progressed very slightly. Gohan=225,000
Gohan(Three years trained): Gohan had really decided to give it his all as he trained with Goku and Piccolo for three years preparing for the androids. Gohan's power rises a large amount by the end. Gohan=3,450,000
Gohan(HTC training): Gohan really pushes himself when entering the Hyperbolic Time Chamber with Goku. There Gohan finally learns SSJ1. Gohan=6,225,000
Gohan(SSJ1)(Grade 1): 6,225,000X50=311,250,000
Gohan(Post HTC): Gohan by the end of his training stood as the strongest Z-fighter. Even stronger than Goku. However still not as strong as Cell as shown when they fight. Gohan=17,700,000
Gohan(SSJ1)(Grade 4): 17,700,000X50=885,000,000
Gohan(SSJ2):885,000,000X2=1,770,000,000
Gohan(SSJ2)(Rage boost): Gohan's anger had always been a powerful tool. In this instance it had helped Gohan surpass Cell even after Cell's monsterious power up. Gohan=1,900,000,000

Piccolo: Piccolo was behind Vegeta by a fair amount on Namek. Piccolo over the year after has shrunk the gap a bit.

Piccolo(Three years trained): Piccolo had trained over the three years with Goku as Goku helped push Piccolo to new heights and limits as Piccolo had risen to power comparable to a SSJ1. Piccolo=218,000,000
Piccolo(Three years trained)(Full Power): Piccolo=225,000,000
Piccolo(Kami fusion): Piccolo merged with Kami and grew in power. Piccolo's power rivaled Android 17. Piccolo=350,000,000
Piccolo(Post HTC): Piccolo in preparation for Cell had entered the Hyperbolic Time Chamber growing far beyond in power.
Piccolo=550,000,000
Tien: Tien is a proud and dedicated warrior. Tien spends nearly every waking moment training. Tien spent the most time out of any Z-fighter training with King Kai. Tien=900,000
Tien(Three years trained): Tien is a man of action and is a character who gets the job done. Tien said he would train and prepare and he did. However Tien mostly spent time preparing the Shin Kikoho (Neo Tri-Beam). Tien=2,100,000
Tien(Cell Games): Tien had spent time getting marginally stronger. Tien=3,000,000
Yamcha: Yamcha may be everybody's favorite punching bag but at this point Yamcha wasn't a complete joke. Yamcha trained with King Kai and did train frequently. Yamcha=450,000
Yamcha(Three years trained): Yamcha trained alone for three years in preparation for the androids. However Yamcha didn't have the ideal training set up. Yamcha=320,000
Yamacha(Cell Games): Yamcha did not progress much. Yamcha=325,000
Krillin: Krillin before returning home had an advantage of having his potential unlocked by Guru. This had put Krillin at 75,000 on Namek. However with consistant training Krillin managed to rise even further beyond. Krillin=640,000
Krillin(Three years trained): Krillin agreed to be ready fro when the androids arrive. He gave it his all and had a decent increase.
Krillin=880,000
Krillin(Cell Games): Krillin progressed verry little. Krillin=885,000
Androids
Dr Gero: Dr Gero was an android and one with a power level even greater than Frieza. Dr Gero=180,000,000
Android 19: Android 19 was Dr Gero's right hand man and was releative in power. However he was slightly weaker.
Android 19=165,000,000
Android 19 (SSJ energy absorbed): Android 19 syphoned some of Goku's power and rose slightly in his own strength.
Android 19=175,000,000
Android 18: Android 18 was more powerful than all SSJ's. Android 18=330,000,000
Android 17: Android 17 was 18's superior. Android 17=350,000,000
Android 16: Android 16 was the strongest Android, his power was far greater than the others. Android 16=425,000,000
Cell
Cell(first form): Cell at this point was weaker than most heroes. I would say Cell would still be stronger than Dr Gero. Cell=190,000,000
Cell(Vs Piccolo): Cell had absorbed many people and had grown in strength enough to rival Piccolo. Cell was however weaker as Piccolo never removed his weighted clothing and Cell used his wit to escape. Cell=228,000,000
Cell(Vs Android 17): Cell at this point was far stronger than any other warrior, except Android 16. Cell=425,000,000
Cell(Semi perfect): Cell had grown stronger than every warrior, even Android 16. Cell=500,000,000
Cell(Perfect): Cell after absorbing both androids had rissen to his perfect state. Perfect Cell=900,000,000 Now most people might be confused on how Perfect cell and Grade 3 Trunks can be so different. Well the point I make with the grade is that Power Levels aren't simply how strong someone is. It refers to how strong and fast they are. (Working theory)
Cell(Grade 3): Cell had simply distributed his power differently. Cell grade 3=900,000,000
Cell(Super Perfect): 900,000,000X2=1,800,000,000
BUU SAGA
Saiyans
Goku: Goku has spent seven years training in Otherworld. However his training was mostly to ascend to SSJ2 like his son. When Goku turns SSJ2 Vegeta remarks that Goku outputs even more power than his even greater than Gohan's. Assuming he's referring to Gohan with his rage boost, Goku as an SSJ2 would have to be above 1,900,000,000. I would say Goku's power is not leauges above and is slightly stronger. Goku=19,300,000
Goku(SSJ1): 19,300,000X50=965,000,000
Goku(SSJ2): 965,000,000X2=1,930,000,000

Trunks(SSJ1): Already clarified. Trunks=120,000,000
Trunks(Post HTC): Trunks increases a fair amount. I would say he gains a 20% increase meaning 2,400,000+480,000. Trunks=2,880,000

Goten: Goten is nearly as strong as Trunks. However is still a bit weaker. Goten=2,380,000

Gotenks: Gotenks initially appears as a SSJ1 Gotenks is very strong, nearly the strongest warrior there. However not as strong as he needs to be as he is far weaker than Fat Buu which is shown as he performs about as well as SSJ2 Gohan. Gotenks=30,450,000

Gotenks(Post HTC): Gotenks grows pretty high after Trunks and Goten's time in the chamber. Gotenks=38,655,000

Vegito: Vegito's base has no feats to convey his strength. Vegito immediately uses SSJ against Buuhan and then completley dominates him. This means Vegito's base is lower than Buuhan but not by 50x. Base Vegito is incredibly hard to pinpoint but thanks to super I might have an answer. Gogeta has been ret-coned to work exactly like Vegito. Which means rules about Gogeta's power applies to Vegito in Z. Base Gogeta is SSJ Blue level in the Broly movie, which indicates that the base of the fused warrior is equal to the peak of the fusees. Which would mean in Z Vegito is SSJ3 Goku level. I would say Vegito is slightly stronger however. Vegito=10,250,000,000

Majin Buu's
Fat Buu: Buu is strong. Far stronger than the likes of Dabura and by proxy Cell. He is stronger than all except SSJ3 Goku. I would say Goku is a fair bit stronger and would rank Fat Buu as a bit lower. Buu=5,840,000,000
Fat Buu(Evil dispelled): Fat Buu receives a portion of his original power. However he is regarded as receiving less of the complete total he once posses. Buu=2,410,000,000
Evil Buu: Evil Buu receives the other portion of the power. Buu=3,430,000,000
Super Buu: Evil Buu absorbs Fat Buu gaining his power and then some. Buu=15,462,000,000
Buutenks: Buu in desperation combines with Gotenks growning significantly in strength. He even surpasses Gohan, by a good bit also. In their fight Gohan is fighting on the backfoot barley able to survive as Buu mostly toys with the Saiyan. I would say the absorbtion combined the equal power of Gotenks and Buu and added to it. Buu=34,125,000,000
Buucolo: Buu loses a good portion of his power. However people grossly down play Buucolo and Piccolo's power. Buucolo I would say is stronger than Gotenks however still under Gohan. Buu=18,240,000,000
Buuhan: Buu absorbs Gohan growing in power far beyond what ever was. Buuhan was around 2x the strength of Buutenks give or take. Buuhan=96,540,000,000
Buuhan(Enraged): Buuhan taps into Gohan's immense power drawn from his anger as he rises nearly matching Vegito as an SSJ. Buuhan=506,860,000,000
Kid Buu: Kid Buu is stronger than Fat Buu however weaker than Goku SSJ3. People usally rank Goku and Kid Buu as equals. However I think Kid Buu was able to fight on nearly even ground due to his durrability and regeneration. Not to mention Goku had stamina issues so struggled to maintain his form a bit. Buu=6,520,000,000
Others
Krillin: Krillin doesn't fight much any more. I would say he is probably weaker than he was ten years ago. Krillin=780,000
Android 18: Android 18 trains lightly and still contains the modifications making her able to grow in strength. Android 18=510,000,000
Tien: Tien spends every day training. However his spirits were kind of crushed back in the Cell saga(honestly such a bummer). Tien never had the same drive so probably increased moderately. Tien=3,500,000
Yamcha: Yamcha like Krillin has left behind his fighting life and has moved on as he now focuses only on baseball. Yamcha for this reason would be weaker than what he used to be. Yamcha=300,000
Piccolo: Piccolo is seriously underestimated at this point. Piccolo does nothing but train. Literally nothing else. Piccolo has already proven how strong he can get. I would say at this point Piccolo is almost as strong as SSJ1's. However can not compete with SSJ2s. Piccolo=885,000,000
Shin: Now before I begin, more on Piccolo. Piccolo for the most part opted out of the fight with Shin due to respect for his authority. However in saying that, Shin is actually stronger and is also greatly underestimated. Just because he is surprised by the strength of mortals doesn't mean much. Shin=915,000,000
Kibito: Kibito is stated to be very powerful. Rivaling SSJ1 Gohan. However Gohan as SSJ1 is implied to be a bit stronger. Kibito=565,000,000
Kibito Kai: Kibito and Shin fuse permently into a warrior with a really impressive amount of power for a non saiyan character. Kibito Kai however can not surpass Vegeta as SSJ2. Kibito Kai=1,625,000,000
Pui Pui: Pui Pui is pretty weak, nothing really special. Pui Pui=340,000
Yakon: Yakon is stated to have a power equal to 800 Kili. 1 kili is equal to 50,000 battle power. So 800X50,000=Yakon. Yakon=40,000,000
Dabura: Dabura is stated to rival Cell in power. We see first hand when Gohan fights Dabura where they stand. For the most part the two seem evenly matched with Gohan being slightly stronger. Dabura=1,518,000,000
And with that, I am done. It is a little messy. For the most part I'm happy with Saiyans and villains. However the Human characters were really hard to pin point. However I think it's a decent list. Now tear it and myself apart
