He has to be above SSJ3 Goku and SSJ3 Gotenks since it was SSJ3 Gotenk's ki blast bombardment that made it turn into Final Form since the First Form got KO'd

Hirudegan's power is a mess, makes no sense as the scenes go by. He one shots Ultimate Gohan in his weakest state, is defeated by SS3 Gotenks in his normal state and after evolving he gets destroyed by SS3 Goku that also decided to tank his punches and laugh them off.

If we pretend Gohan was caught off guard or was a considerable weaker Gohan that isn't as sharp as before, and we pretend the last part was half fluke, half Goku becoming so much stronger than the rest that his SS3 is stronger than Gotenk's and Ultimate Gohan that also is bluffing, although his SS2 was unremarkable, then Hirudegan could be Buutenks tier.

Hirudegarn's power appears to fluctuate randomly so he's not always at his best but if his defeat of Ultimate Gohan is anything to go by, a full power Hirudegarn is at least as powerful as Bootenks or maybe even Boohan.
