Based on the game's latest trailer, this new Ssj4 is essentially a Ssj4 God form, as it's unlocked through the SsjG ritual.

The SSG ritual requires five saiyans and can only be used to unlock SSG for a single saiyan, This is just identical to how the original FP SSJ4 was unlocked.

The character getting a new form is being teased for BBM5 actually. If the release schedule goes back to normal, BBM5 is the update meant to be released in November.

It's good to have a confirmation about it, but I don't think a character getting Super Full Power Saiyan 4 Limit Breaker is worthy of such event, especially if it's just Vegetto or Gogeta. I'd just prefer someone getting Super Saiyan 4 or Super Saiyan God.
