So what is different in "Dragonball Z 2V" (versus which game? DBZ2?)?
Also what differences are there between the Gamecube's and PS2's "Budokai 2"?

I don't know much about any differences between the different languages, but a quick check on Wikipedia reminds me of how Japan got a special edition of the game at some point called DragonBall Z V2, which included Cooler as a playable character, Kuriza as an alternate skin for Freeza, and a bunch of characters pre-unlocked in some way.
The English, GameCube version of Budokai 2, showing up a bit later than the PS2 version, had a few extra bells and whistles, like slightly better graphics, a couple new costumes, and a few certain capsules and stuff that otherwise didn't show up until Budokai 3. Japan didn't get a GameCube version of the game.

Not quite. Dragon Ball Z V2 was given out to 1000 people in a contest in V-Jump. The game starts with everything unlocked, preset capsules for characters that can't be changed, and had Coola as an alternate costume for Freeza. While Freeza does have Kuriza as an alternate costume in V2, he also had it in the regular version of DBZ2. The only aditions to the GameCube version of Budokai 2 were a costume for Piccolo (Cape and turban), a costume for Goku (battle-damage), and the Z difficulty level.
