I also remember seeing an "over 9000" clip once that was English language, in Kai, had a replacement score and a Sabat impersonator. Apparently, it's part of a dub that used to be on illicit streaming sites, but was taken down after Nicktoons Kai started airing. As an Albanian, I have watched parts of the Albanian dub!
Here's some things to know:
1. Even though I only watched the original DB with this dub, I know that alongside it, DBZ (including some of the movies) and DBGT were definitely dubbed, not sure about DBS though.
2. Even though it came from a "reputable" dubbing company, the company was notorious for its bootlegs. And, fun fact, since they couldn't get the music without dialogue for some scenes of the bootleg, they would just use random audios from different animes, including one scene where they used Sailor Moon music
3. They dubbed the censored Funimation english version, meaning that some things deemed non-family-friendly were censored.
4. The openings and endings were the English audio with Albanian subtitles.
I hope this information is helpful!

Apparently it's a "new language". It's probably 100% a troll since the clip on the website showcasing the language on Star Wars has the same voice actor as the Jisieno dub of DBZ.

I thought they dubbed using some Orange Bricks encode, complete with watermarks from wherever they got it from.
