Probably. I'm not Simmons, so I don't know why he phrased the lines the way he did, all I can say is that the phrasing isn't trying to stick very close to the original Japanese sentence structure.

I don't think they ever used that. The closest they got to that is in the Saban dub of DBZ episode 28 where Mr. Popo says "Kami-san" when Kami dies.

I think he just means that the dub called him "Kami" instead of "God".
