whats the source of this dragon ball z version?

it is from a russian tv but what source there is similar to this or even the same?

the colors are kinda dark, with orangish skins and dark blue sky.

May be a transfer of some film masters, may be derived from AB Groupe's masters. Visually it bears a similarity to Funimation's masters (transferred from film in Dallas in the 90s).
The point of Dragon Ball is to enjoy it. Never lose sight of that.

If I recall correctly, our good pal Kei17 had mentioned that the Russian dub used the same video masters as the Hebrew dub.
A little too late but yeah, I've been officially active in Kanzenshuu for ten years :)
