According to promotional material, it seems to be unique to Gohan, and it’s sort of based on the awakenings he had as a kid. It’s like Gohan‘s rage boost taking form, instead of making a quick appearance.

It was made as a Gohan-specific form. While it's possible that might change in the future, I feel it unlikely(as well as unnecessary).
