Can Cell use Super Saiyan Blue and Ultra Instinct?

In the hypothetical case that the real Cell was resurrected do you think he could reach the Divine state? Cell has the cells of Goku Vegeta and Frieza i think without a doubt he could become more powerful

He would probably receive his own god-like form, similar to how Goku Black did.

There is a lot of debate about whether Cell was able to use Super Saiyan Forms the entire time (meaning that Super Perfect Cell was actually him unlocking Super Saiyan 2) or his base power was just that strong.

If his saiyan cells allow him to use super saiyan forms, then naturally Super Saiyan Blue is in his reach. Ultra Instinct as far as we know isn't related to saiyans at all, and any race could achieve the powerup if they went through the same training goku and vegeta did.

If he trains and manages to wield divine power, while maintaining absolute control over his emotions, perhaps he can attain even Ultra Instinct. Otherwise, there are other options, like Orange Piccolo, Black Freeza and UE Vegeta variations that he could exploit, maybe combining all of them in a singular form.
