Was it ever stated who designed them? I don't believe it was Toriyama, as compared to the humanoid canines he've drawn, The Trio has a different "vibe" to them..
Toyotaro maybe?

It's possible that it was Toyotaro, as he designed the God of Destruction Liquiir, who has similar canine features to the Trio. However, the fact that the Trio don't play a particularly large role in the manga might suggest otherwise.

You can tell certain themes and patterns among the Tournament of Power character designs:
  • The vast majority were most likely designed by Toei's staff. They tend to have a certain plushie/plastic-y action figure look, often with shiny accessories and mechanical elements. The ones that aren't like this instead blatantly rip off designs from past Dragon Ball projects as well as other media. Kale is just a female Broly (they admit as much in design annotations, not that it wasn't already obvious). Katopesla is a generic tokusatsu superhero. Anilaza, the "final weapon" of Universe 3, is basically a retextured Hatchiyack.
  • The scant few designed by Toriyama tend to be very simplistic, but they follow themes he's already put in place. He's the trendsetter. Universe 8's angel Korn looks extremely similar to his siblings Whis and Vados, setting the standard that all angels should have a uniform look. Jiren, Toppo and Dyspo (the latter, as pointed out in-universe, also looks eerily similar to Beerus) all wear the same red and black uniforms since they're part of the same team and are much more organised than the rabble of Universe 7. Ribrianne could easily fit into one of his other goofy manga series or children's books.
  • Toyotaro closely emulates Toriyama's style, but his designs tend to look more intricate and conventionally cool. They all have main character energy. That's why I'm inclined to believe he did the Trio de Dangers. We know he did many Gods of Destruction designs and he may have been the one who first accentuated the importance of their gold earrings, which Beerus later says are a symbol of Hakaishin. But notice that Quitela and Sidra, both designed by Toriyama, don't have these earrings. I find that interesting.
Some case studies (not all their direct artwork):
