Gohan needs to get serious to bypass Goku’s ultra instinct speed. He wouldn’t need to go that far against Piccolo, given the large gap between them. If Piccolo somehow rivals Goku, one would assume it would be a level below what Goku showed against Gohan.
We don't know which power Gohan used against Cell Max but considering Piccolo is said to rival Goku then he surely used the same one that speed blitzed UI Goku.
Beast Gohan (Angry): 125
Cell Max: 110
Beast Gohan (Calm) | UI Goku: 100
Cell Max (Damaged): 85
Orange Piccolo: 80
This is what I'm currently thinking all 4 of them land.
