To answer his question, No, Tenshinhan most likely never reached a million in strength. Him and Krillin might have hit near 100,000 but that's probably it. It's sad, I really wish Toriyama had used Krillin and Tenshinhan more.
Also some video was posted saying Mr. Satan was 17, where did that number come from because I always thought his level was closer to 50. I mean compared to normal humans he is actually a strong and excellent fighter, we only see him compared to the Z senshi so he looks like crap.

"17" is the number I gave Mr. Satan in my series of power level videos. I'm assuming that that's where you saw it.
I find a number such as "50" too be a bit of an exaggeration for characters like Mr. Satan. I know Son Goku's power level at the start of Dragon Ball is pure speculation, but I can't see him at anything above 30. Since Goku survived bullets, and Mr. Satan did not, a number like 17 seems best in my opinion.

Er...there was a big discussion on this somewhere. Anyhow, I believe Tenshinhan was way past 100,000 in the android saga. As for his kikoho, it's translated by Viz as the kikoho but Roshi also calls it the "Chi Cannon". Meaning that it's just like every other attack, as chi is what energy and ki is called in the Viz manga. It's never stated to use any other sort of energy.

Well, the way I see it, chi is life energy so if they were to expel all of it, they would be dead. (That's why Vegeta ended up as a lifeless husk after he fought Buu the first time.) Tenshinhan's just happens to use up much more out of proportion than others would do.
