There's still some hope.
They've revealed 28 characters and it's said there'll be +30. So, I guess at least 5 more characters are still coming that we don't even know about. Unless they are the ohzaru forms for the saiyans.
But if there are more characters:
Rildo
All 3 Tamagami
Ice Shenron
I cannot think of any other characters that would come before those. Maybe A-14 and 15 and Sauza's minions. Perhaps Drum or Tambourine. However, I feel it's gonna be the ohzaru forms.
The skins are the best part, though. Goku with his Homer-like orange jacket means Post Boy Piccolo should also be a thing.

There are at least 4 more characters who've yet to be revealed. I'm really happy to see every corner of the franchise getting properly represented, as I was afraid during the lead up to the game they'd just focus on Super and newer material. Devil man was teased, and Shin likely "transforms" into Kibito Kai, so that's two more.
I did so because Arale isn't in the game, but if she's added, I expect that stage to join her.

I dunno why they're being coy with the Devilman reveal. Wasn't he in Tenkaichi 3 like the rest of these guys?
I'm more excited for brand new characters like Champa or Cheelai or Jaco, tbh. I'd love if they just got weird with it and gave us folks from Toriyama's other properties to boot.

A datamine from a year or so ago revealed that the game had between 50-60 additional characters that didn't make it into the base game, so this is very likely just the first of at least two major expansion packs.

My only hope is that the DLC won’t be priced as a standalone game. I don’t wanna sound too nice or say things like they went extra mile and overdelivered after what was released based on a biz decision, but yeah!
They really did it and went beyond my coy expactations.
I am super excited! Not only is Goku’s EOZ gi in, there is the Uub as well! And ton of stuff on top of that.
I really wonder how will the new gameplay go with those marketed updates and hope that it’s not a swan song DLC and the game will be kept in support and go along with the revival of Super and beyond.
This is basically a Sparking Zero 2.0 than mere DLC.
I have so much, pardon my french, fucking Zeni, that I’ll probably buy out all the new added stuff in in-game shop on day one and suck out most of the fun and playability as there won’t be anything left to acquire through gameplay

The expansion's name "Neo" is a call back to Tenkaichi 2's Japanese title "Sparking Neo", and is coincidentally releasing on that game 20th anniversary, so I expect a second expansion next year titled "Meteor" to celebrate Tenkaichi 3's 20th anniversary. Hell Fighter 17 is such a weird choice because he doesn't look any different than Z 17's normal look, right?? GT 17 was the one that looked "different" slightly in his costuming.

The biggest part of this dlc patch to me is the inclusion of straight up gameplay upgrades like super attack transitions between teammates and the seeming inclusion completely new and unique team attacks between certain characters like GT Vegeta and Trunks and the GT Travel Trio of Goku, Trunks and Pan.
It's not too late. One day, it will be.

Y'know, honestly I kind of would've preferred they just made a straight up sequel to this game considering how lackluster it was when released. But in this day and age, that's not realistic. This isn't 2005 and 2006 anymore when Tenkaichi 1 and 2 released only a year apart. With DLC, it's easy to just add things to an existing game. And even the way they marketed this DLC with "NEO" in the title (just like Tenkaichi 2 is called Sparking Neo in Japan) pretty much confirms this is for all intents and purposes, Sparking Zero 2. And adding 30+ characters is literally the kind of thing Tenkaichi 2 and 3 did back in the day.
The only thing that disappoints me is that the story mode won't get updated in any way. The good thing about going from Tenkaichi 1 to 2 to 3 is that each game did its own story mode that was unique from each other. But now, with Sparking Zero, we're not going to get that. We just have to live with the existing lame story mode. And I think they figure that with the Custom Battle Mode, fans can just keep supporting the game with their own story mode in a way. And no, that's not how that works.
I don't know, hopefully when the Moro arc comes, that arc can be adapted into the game and so on with the other arcs. I don't know why Broly and Super Hero and Daima weren't by now, though. Also, love that the new DLC has more representation from non-Super characters, which brings me back to my childhood. Like, I can't believe we're getting CHILLED as a character!!! Now all they have to do is add TARBLE, ABOCADO, and HATCHIYACK and I'll feel better about not getting their respective specials dubbed if I at least, get to hear them all dubbed in this game. I know we've heard Tarble and Hatchiyack dubbed in RB2 and Chilled in Legends I think, but to have them all dubbed in one game with updated voices would be better. Because Todd Haberkorn voices Jaco so he most likely wouldn't be Tarble again.
And Kageyama's new song for the game is perfect and makes the game feel more like Tenkaichi 4. I also love the new Shintani cover, which again, represents all of Dragon Ball and not just Super. And the fact that they gave the game a new cover again confirms this is basically Sparking Zero 2. I bet in 2028 when the Moro arc is airing, they'll release a "METEOR" DLC pack that acts as Sparking Zero 3. ALSO WHERE THE HELL IS RILDO AND OCEANUS SHENRON?!!!

I agree, we really need Oceanus in more games besides Heroes. She's probably the strongest female character in the series, and has quite a good design.
With how meager the story mode is, I would think updates to it could be relatively cheap. Record VA, make new slides for the visual element and you're done. It's not like they have to produce expensive looking cut scenes.

I was concerned leading up to the game's release that it would mostly focus on Super, so I'm glad to be proven wrong on that. I personally think they will save Moro and what comes after for a proper sequel, as I believe they'll be leaving too much money on the table by releasing that content as just DLC. The story mode int his game is pretty robust where it counts, tbh. The only things I'd want them to do is add the moments not seen in it for the characters that had shit to do. Like Vegeta getting his shit from Super, Trunks getting his Z story stuff, etc. IMO, the biggest thing with this game's story mode is that they gave characters a story mode who didn't need it. Freeza, Goku Black, & Jiren, didn't need story modes. I get why they did it. They wanted to let you play as the villains int he story mode like Budokai 1 let you, but those levels in Budokai 1 were what-if stories & they were short. Hell, Cell's turns into a complete joke where he accidentally absorbs Krillin instead of 18 & fights Tien, then wakes up saying maybe 10 days is too long to wait for a tournament. The story modes for the villains in this game aren't interesting, mainly because the alternate story paths aren't that good. I think a villains story mode could've worked if it was one story that allowed you to play as different villains, rather than each villain getting their own separate mode.
