Originally Turles was holding Gohan's eyes open, forcing him to look at the moon. Well you can't have that in the dub so they edited away Turles's hand and didn't bother to try and make Gohan's eyes presentable looking.The funny thing is that exact scene is in "Rock The Dragon" in its full glory.

Yep, Saban made tons of visual edits to the series (I know a hilarious video that features most of the best ones if you are interested) that were really unnecessary.

This is one of the challenges for DB/ Z cel collectors. There was a few episodes where the artwork was nothing but amazing, such as this:

I remember the Vegeta III one, I never made that comparison, but I always thought he looked awful in that shot.

Yeah, to try and respond to the initial post in the topic, I've noticed a lot of poorly drawn bits and pieces in the series, particularly in the early episodes. I think it's just part of the natural progression that occurs when a cartoon is on the air for so long--the more you draw something, the easier it gets, and the faster you'll be able to draw it.

I mean, look at the Simpsons--the initial animation was, quite frankly, horrible. But all the years that it's been on the air has given the animators valuable experience, and they were able to shell out high quality drawings in a very short period of time. You can really do the same thing with the Dragonball series. Take the first episode of DBZ and compare it to the last; you'll find a drastic improvement when it comes to overall style and quality.

And while I'm rather new to this community, it seems Gohan looking particularly stylish in that screenshot is a bit of a meme. I'll be sure to catch on soon enough. =P
