Vegetto is also the last full-blooded Saiyan at the time of his fusion. If the Legendary SSJ needs to be a pureblood, than he'd be the best choice.
Here's a thought: what if the former LSSJ was merely a regular SSJ who snagged a Kaioshin's (like Kibito) Potara? It would explain how he'd be the strongest being in the universe.
What would your "Legendary SSJ" look like?

I do not see how they would acquire a pair but he would be the strongest at that time if that were the case. I have a question I thought Vegeta and Kakarrot fusion was unique because of their rivalry. As far as I know this means that Vegetto's power isn't that dependant on Goku and Vegeta's rivalry, only that it helps a bit. Though if this is an inaccurate translation then I'm flummoxed.
