Well this year is the 25 anniversary of Toriyama's manga isn't it? Could this be one of the events for it?

I for one would like to see the series redone in the style of the video game openings or the new special. Such smooth animation.
As cool as it would be to see Dragonball in 3D, I think it kind of defeats the anime concept, and would change way to many things.
I agree with the video game openings however, They look HOT HOT HOT.

Digital Animation would be how the new Jump Tour special was animated. Still drawn by animators, but stored in the computer and colored digitally with no film involved.

And why would we believe you? Just because you happened to have those scetches? It seems to good to be true, and you said some scenes, if that is true, it'd look totally weird to have some scenes remade along with old ones. Anyway, on to the topic at hand....it seems that TOEI is going to be re-drawing some scenes from Dragonball for broadcast on high-def tv. The touch-ups will include some re-done background art (most likely to broaden certain scenes for widescreen) as well as re-doing action sequences where the special effects don't hold up anymore. I'm not yet sure if the scenes being re-drawn are from Dragonball, or from DBZ. Hopefully both!
No indication as to whether or not TOEI will take the opportunity to correct some art bloopers this time around, but as far as I know content will remain pretty much the same. Nothing more, nothing less (meaning no new filler scenes, but no filler scenes taken out either.)
Hmmm...I wonder if they'll try to add the extended scenes from the ending of DBZ that was tacked on to the comic some time ago?

As much as I would like to, I'm against a remake of the whole series.
Sure Dr. Slump got a remake with GT redesigns, but that doesn't mean that Dragon Ball will be the same.
And sure that the series is 4:3 and with grains, but it's an over 20 years show for crying out loud!!
If they wanted to make the show wide-screen for the sake of new HD TVs, then why don't they stretch the images to view it wide-screen?
There are dead voice actors. Are they gonna replace them?
And what's the point of the remake if it will keep the fillers? The manga ended for a long time and they should not use any filler that bring up plotholes!!
And what will happen to the old series format if they did it?

The only catch with digital animation is that, unless it's done in HD to begin with, there could never be a native HD release. That's a problem that's being discovered with a few new animes that were done digitally in the past few years. It's also an issue with some animes which were mixed (like Cowboy Bebop).

Okay, so if we were to entertain the possibility of this being true, I can't say I really see the point of this. I mean, only reanimating SOME scenes? What does that accomplish? It's not like they could be seamlessly integrated into the current show with their higher quality and different aspect ratio, so what's the point in the long term?
Furthermore, are they really reanimating certain scenes or just reshooting them? There's a difference. It sounds like they're reanimating, but if that's true, what purpose does Toei see with putting that big of a budget into this?

As to whether or not I will be able to provide any hard evidence this time, heck if i know. Trying to pull that off will be even harder than the model sheets. (That was cake, actually, just slow goings.)
As of now, I can only relay to you what my bosses and co-workers have told me. They haven't even actually started handing out the work to us, but hopefully a shipment is scheduled to come in this week.

It's certainly possible, there are a lot of issues with it, and it may not even be the most intelligent thing to do. Which pretty much guarantees a chance that Toei would do it, I guess.
A possibility is that they are redrawing scenes for some sort of retrospective. Which, if you're a conspiracy theorist, will be used to test the waters for Dragon Ball Z HD. See it the way it was meant to be made in the first place!
