I think you guys are complicating things for nothing: Freeza did more damage to the Cosmos' order of things than the androids ever did and likely ever would. If Freeza wasn't considered a threat (Kaioshin could have defeated him easily) worth intervening over, then the androids definitely wouldn't be since only Earth is being affected.

In light of this, I don't see them giving Goku an exception to use the Namek DBs on behalf of Earth.

Exactly.

I think Buu was a special case, since he was the Kaioshin's problem. It wasn't so much that he was a bigger threat (I mean, he was), but he really was something beyond the mere mortal world. Freeza was just a guy going around doing stuff. Even though he was a jerk, as a mortal he had the right to do that, in a way. The Androids were created by man, also not the Cosmos' problem.

The thing is, if mortals are to have free will, Gods can't be stepping in to clean up their messes.

Agreed. Freeza only poses a small threat to the reincarnation process of the cosmos (where "Cosmos" means afterlife, universe, etc), while the Androids pose an even smaller threat to it. Meanwhile Boo poses a total threat to every aspect of the cosmos. He can realistically whipe out all of the universe, demon realm, Kaioshin realm, Heaven, Hell, etc...

I suppose Cell could have become a threat like that, once he knew how to teleport. But even if he got a lot stronger, he's still fundamentally easier to kill than Buu was.
