I've bought plenty of Region 3 releases from Deltamac.
I know that a Thai dub being included in the HK dvd's is like a norm these days. But this is the first time I've seen a Hindi and Tamil dub being included on a DVD being targetted to be released in Hong Kong. Pretty odd if you ask me.

Yeah, VCD's still have a market in Hong Kong. They were super cheap when I was there just a couple of years ago. About $5 Canadian each movie. I'm pretty sure that Deltamac would release DB:E on bluray as well. But I doubt it'll be a same-day release, though. They might delay it for all I know.
Strange thing is, Deltamac is releasing "Wolverine: XMen Origins" on bluray disc 3 weeks earlier than the VCD/DVD release date. August 27th is the targetted release date for the bluray. So for Wolverine fans out there, you might want to consider importing for this title.

I had no clue. I've only ever seen official VCDs for sale once in the USA. It was at an EB around 1998. They had one of the Nightmare on Elm Street flicks for like ten bucks. Hardly anyone is really checking out VCDs in the stores when I went to Hong Kong. DVDs are surprisingly pretty cheap in Hong Kong. I bought The Simpsons Movie on DVD for about $17 cdn during my stay in HK. And the best part is, I got it weeks before the American release. And most of the time, you can even buy Region 1 imports earlier in HK than North America. Shopping for DVD's and bluray's is so much better in Hong Kong.
And having bought a lot of Deltamac releases, I'm pretty sure that it's going to be the exact same thing content-wise. The Hong Kong import is a good alternative for those who want it slightly cheaper. Also note that Deltamac's inevitable bluray release will be playable for those in North American since Southeast Asia and North America blu-ray discs share the same region code.

That is a pretty blind misconception. Hong Kong is strict with bootlegs and especially now with parallel imports. It used to be really easy to find imports directly from Japan and Korea. I couldn't even find one bootleg shop that would rival the likes of Pacific Mall.
