Was Freeza all that bad a Ruler?

Discussion, generally of an in-universe nature, regarding any aspect of the franchise (including movies, spin-offs, etc.) such as: techniques, character relationships, internal back-history, its universe, and more.

Besides, theres no primary race for the USA. We're made up of a$$holes from all parts of the world.
