Who could they be? The only ones I can think of worth putting in would be the new ones from the Jump special which include...

If they just mean haven't appeared in the Budokai/Tenkaichi/Raging Blast series, other possibilities are
Hatchyack (+Super Hatchyack)
Majin Ozotto
