I played NUNS2 yesterday and it blew me away. The QTEs are beyond amazing. If I can think of the fact how good such a storymode would go along with Dragonball in HD graphics, then a whole competent producer team can, too.

The problem with your expectations is development time, since CC2 is given almost double the time to work on the Ultimate Ninja Storm games you could only expect the quality to be better. Spike doesn't really get to decide on anything important for the game's production, they have to meet the deadline they are given and have to pack whatever features they can into the game within the allotted time frame. As much as I like having one of Spike's games to play through every year, they need to cut back. Namco Bandai really need to spice things up and give these series time to breathe and let them work on them at a decent pace. As other have said many times before me, we need to break up the releases, let Dimps release a game one year and then Spike the next and continue to alternate, or even find a third developer for another style of game to give them more time while keeping us preoccupied: Dimps (2D Fighter), Spike (3D Fighter), ??? (RPG? Adventure?). The current management for the series is horrible from a business standpoint. They make smaller amounts of cash off these games because they force the developers to chuck out half finished products.
I would absolutely love for Dimps to be brought back into the fray to make a game based on the original Dragon Ball. The traditional 2D style of fighting makes much more sense for the earlier era with the focus on tournaments, hand to hand combat, technique and skill over brute force. Spike could then focus on Dragon Ball Z (and GT I guess if demand is high enough), and another company could then tackle GT or just approach another section of the series in a totally different way. Perhaps give us a console version of Attack of the Saiyans, or find someone who could take what we got with Sagas and make it not suck.
That would be the best option in my opinion, but they won't listen. Sales will drop due to people getting bored and the product being half assed, and then games for the franchise may stop being made or at least few and really far between...maybe that is the only way for them to learn.
