I personally think that it's an odd kind of hilarious that Toriyama has forgotten the events of his own story. Because of this, it sort of puts things into perspective. Sure, I love Dragonball. However, if the author is that laid back about it I should take a note from him.

The more I think about what the article itself says, the more I hope that it doesn't place an emphasis on DBO's original character NPC's. I couldn't care less about those guys. 
On the other hand I wouldn't mind if Towa and Miira are the villains in this possible new manga arc. I could get into Goku and friends (with help from Time Patrol Trunks) fighting Towa, Miira, and their organization. The two Trunkses meeting each other and Time Patrol Trunks's reaction to Present Trunks's personality, to Goten, to the Great Saiyaman, to Bura...there could be a lot of potential in that.
On the other hand I wouldn't mind if Towa and Miira are the villains in this possible new manga arc. I could get into Goku and friends (with help from Time Patrol Trunks) fighting Towa, Miira, and their organization. The two Trunkses meeting each other and Time Patrol Trunks's reaction to Present Trunks's personality, to Goten, to the Great Saiyaman, to Bura...there could be a lot of potential in that.

And see, this is where we differ in opinion. IF there is a new arc to come out to help promote DBO, I hope it does focus on the new age DBO characters. I'm not saying it has to be all about them since the point of the game is Time Quests, but I would like some spotlight off of Goku for once. (That means something too, because I am a HUGE Goku fanboy.) The problem with the new DBO characters is that we have no history with them so of course we don't care about them, but I would WANT Toriyama to make me care about them. I say we have a squad of 3-5 new characters who who are friends that aren't quite as tightly knit as our Z Fighters, and give us a little background on them. Let them encounter Time Patrol Trunks and Dende and learn about Towa and Miira's evil plans. New heroes insist that they go to the past to try and stop the evil plan and and save the heroes they looked up to. While in the past they can meet Goku and his friends, and you can have your fun where TP Trunks meets everyone again and see his reactions to the Z Fighters we know after Z ended with a giant new-characters-meet-old-characters orgy. The adventure can solidify the new characters friendship and teach them some lessons before they finally defeat the villains... or at least just ward them off and be like "Continued in Dragon Ball Online!".

I could see them doing that, kind of like how Neko Majin Z focuses on Z and his friend while giving cameos to Goku and the others. They probably could do it, and pull it off well, but I know my interest would drop like a lead balloon as I just don't like "next generation" series in general.
I remember being upset when they got rid of Brock on Pokémon and replaced him with Tracey. If I had watched all of Johto, I'm sure I would've been disappointed whenever it was that they ditched Misty for May and then her for Dawn.
Though weirdly enough I don't mind complete universe resets. I can get into full universe resets.
Does Yu-Gi-Oh completely reset with each series? I never really watched it outside of the abridged version to find out.
I think it's the type of reset where you know the original main characters are still there, yet they choose to focus on the new guys; that sort of thing really bugs me.
I don't really have any interest in a Dragon Ball series that doesn't feature Goku, Vegeta, Piccolo, Gohan, etc because they're the reason I watch it.
That's just my opinion. ^^;

A possible storyline? I would enjoy to read a synopsis about the events up until the beginning of DBO. Of course not in detail, but rather some short stories about what major events happened during those years. Kind of like the emergence of Abo and Kado in the special. Short and neat!

Yu-Gi-Oh! GX is the same universe, but it just chooses to focus on new characters who don't really have any relation to the old ones.
