I've been meaning to bring up that scene aswell but decided against it since I couldn't decide if it was Trunks just being surprised that Goku easily dismissed Piccolo's improvement, meaning Cell was just that much stronger or just being surprised at Goku's bluntness since Piccolo comments on that. But the first time I read that believed it was the former and now that I look at the panel I believe it even more. Piccolo had probably improved a lot (based on Goku's first reaction at meeting Piccolo after the RoSat ) and for something like that to be so easily dismissed was probably worrisome. But one should also remember that Goku, from the start, knew he was no match against Cell and his attitude towards Piccolo's power isn't that much different than his attitude when he gives up against Cell, so him dismissing Piccolo's improvement isn't telling much either. He sincerly believed that Gohan was the only one who could do something.

But I thought that his performance against Cell Jr. was way more clear than anything else so I thought it would be better to focus. on that. But this is a good argument aswell.

Well, Michsi, his performance would be the most obvious one to bring up, so I just thought something a little different might be interesting.

- Initial Perfect Cell is formed, squashing SSjG2 Vegeta.
- Trunks transforms to Super Saiyan Grade 3. He is stated to "far surpass" Cell at this point.
- After the RoSaT, Goku goes to "about half" of his full power in front of Karin, which shocks everybody, including Trunks. From this, I see Toriyama implying Goku had surpassed all known power at this point.
- Vegeta goes into the RoSaT again. When the Cell Games are at hand, he's confident he'll win. I see him comfortably above 50% MSSj Goku from this.
- Piccolo uses the RoSaT. He says he's still nothing to Cell and Goku agrees.
- The Cell kids basically match Vegeta and Trunks, although from Cell's statement we get that the Saiyans are on the losing end.

According to your placements: Goku >> Vegeta > 50% Goku > USSJ2 Trunks >> initial PC >> USSJ Vegeta >> Semi Cell = Piccolo >> tired Goku (10%???)

I'm not sure how I feel about Goku being weakened so much?

I was actually referring to myself and why I chose to focus just on that alone but I realized that this was a very good thing to bring up. Considering that other people are using quotes and scenes outside the initial Piccolo vs. Cell Jr. fight to prove certain points I think it's only fair

Yeah, I admitted my theory had a huge kink in it. I don't think it holds up any longer. Lol.

As for Goku, the energy was already gone. I don't think it mattered if he was in Base or Super Saiyan anymore.

I more-or-less agree with the notion that Trunks' SSj Grade 3 power wasn't even a part of the equation anymore when the characters compared each other afterwards. Despite how massive it was, it was completely useless, and would have no bearing on any future battle.

I think the panel which shows Trunks very surprised at post-ROSATPiccolo's power seems to say Piccolo can stomp semi-Perfect Cell. I do agree with Nazi Cola -- in that panel, Piccolo is not hitting a Cell Jr. It's impossible to tell what's really happening in that panel. I'm not sure where to put post-ROSAT Piccolo's power. I have him around USSJ Vegeta or the suppressed Perfect Cell who beat USSJ Vegeta, but (he?) was weaker than USSJG3 Trunks.
