He was putting that accent on.

When he returned for the early Cell arc, he sounded very natural

He didn't return for the early cell arc, that was Kirby Morrow.

Kirby Morrow... that name is oddly familiar, didn't he do the voice of Cyclops on the X-Men Evolution cartoon series?

By early Cell arc I meant Trunks - Cell Games.

Kirby Morrow came in when he left

He did the voices of a lot of things. Trowa from Gundam Wing (as well as several back-ground characters), Miroku from Inuyasha. I've also heard him in Gundam Seed, Beast Wars (Beasties), pretty much ANYTHING voiced by the ocean group. Oh, and the Future Shop comercials from last christmas.
