Wouldn't DRAGON BALL Z: BUDOKAI HD COLLECTION count on this list too?
No. They didn't demo DBZ Budokai HD to press from around the world with their Gamer's Day presentation, or bring it to E3. Heck, it only got a single trailer. It wasn't meant to be 2012's big release.
"I like the money it brings in, but Dragon Ball Heroes is the worst. That's actually the real reason I decided to start working on new material. I was afraid Bandai would make something irredeemably stupid like Super Saiyan 4 Broly." - Akira Toriyama, made up interview, 2013.

But couldn't an HD collection technically fill the yearly quota if it was marketed as a big release though?

Super Saiyan Prime wrote:They should have realized this when they entered the HD era of development. Namco Bandai came to the PS3/360 with the success of both the Budokai, and Budokai Tenkaichi series on the PS2. They squandered that all. Namco Bandai should have taken the Activision Call of Duty approach and alternated games, and developers for bi-annual releases:

2008: Burst Limit
2009: Raging Blast
2010: Burst Limit 2
2011: Raging Blast 2
2012: Burst Limit 3
2013: Raging Blast 3
Having different game studios than just one like CoD would be a great idea so fans wouldn't be stuck to a mediocre dev team.

Anyway, Burst Limit 2 = DBZ Majin Buu arc & Burst Limit 3 = DBGT Complete Story Mode?

I still it funny that people were hating on RB2 was coming out and how they were stick of the RB gameplay, but now everyone wants a third game for some reason. I love the irony sometimes

They did it was Budokai and then Tenakichi. It was inevitable people would want a Raging Blast 3.

Let's just hope they've put two years of development into whatever is coming next.

Either RB3 or BT3 HD.

Ever since the release of BT1 I can't go back to the 2D style gameplay.

BT1 was complete rubbish, except for the music. BT2 and BT3 is where Spike actually managed to do some decent effort.

I'm kinda stumped as to what we may get in 2013. I have a feeling they might take a new direction with DBZ games. I just can't see them continuing with this trend of crap for much longer, especially since they aren't looking too good in sales (at least last time I checked).

Indeed, now in retrospect it is garbage compared to BT3 but the introduction of the 3D style gameplay was my point and not that I really like it.

Raging Blast 3 with the Budokai Tenkaichi 3 character roster + Hatchiyak, Tarble, SSJ Bardock, a few SSJ 3's, the 2013 movie characters plus maybe a few more surprises such as a better character creator mode and i'll be satisfied. It's a lot to ask for; chances of this happening are probably very, very slim.

I really think we'll be getting something new now, it seems Spike may be out of the picture for the foreseeable future, and with Dimps not showing signs of coming back to home consoles any time soon (unless you count the upcoming Heroes port), I think we'll likely see either Zenkai Battle Royale, something that runs on the same engine, or has a similar visual style (much like Project J). Which I'm totally up for, give me something fresh, or y'know, finally release Dragon Ball Online globally.

Rory @ I know it's hard to believe that a mediocre game studio like Spike has actually done some effort with their games, but going from BT1 to BT2/BT3 it's definitely noticeable.

I'm happy Spike's out, and even if Capcom which is a bloody overpriced rip-off company were to be the next dev team for DBZ games it's still leagues better than Spike could ever be.

Funny you should mention that dbboxkaifan. Many of the good Dragon Ball games happen to be made by studios comprised of former Capcom employees. Game Republic (RIP), Dimps, Crafts & Meister, and potentially even the developers behind Zenkai Battle Royale, if they are who we think they are.

If Namco Bandai gets someone new then someone like Eighting or Banpresto could make a good DBZ game. Eighting help on Marvel vs. Capcom 3 and Banpresto also work on Daikaiju Battle: Ultra Coliseum DX which was awesome. Banpresto also work on Super Sonic Warriors 1 & 2 which most people enjoyed.

After the poor reception of DBZ Kinect I thought it might have been the end of DBZ games (for now) until that comment from Sean Schemmel. If the next game is a flop then it could finally mean the end of the Call of Duty formula for releasing DBZ games.

You can't expect that much from a Kinect game. I'm pretty sure Namco Bandai knew that the game won't sell that much to begin with.

DBZ yearly games have been nothing but failures (except Burst Limit) for the past few years, if it had come to an end it would've already happened.

As I've said before, the Dragon Ball game release cycles seem to be in a unique position in that they are, by-and-large, independent on sales. Obviously they wouldn't keep being made if no one bought them, but it seems like if there's a market for them, no matter how small, they'll continue to be released.

The ironic thing is that I'm pretty sure there's quite a gap between people who are buying these recent games and people who would buy Dragon Ball games at all. By that I mean, if an excellent, deep and complex DBZ game with rave reviews was made, it would sell like hotcakes--but for now with this trend of mediocre at best titles, a large portion of DBZ game consumers are lying in wait for something substantial.
