You're dreaming if you think someone like Seth MacFarlane would have anything to do with the localisation of an anime film. The guy is strictly comedy and I think dubbing would hinder him more than anything. He'd probably cost more than he's worth anyway since he's a big name.
Realistically I don't think they'd bother going through all the hassle of auditioning for their own cast unless it was significantly cheaper than hiring Funimation. Because Funimation have such a lock on the English speaking fanbases I could see Fox shelling out to them just out of fear of angering those fans. (Although they'de most likely still see it even if the voices were different)

Since I don't give a toss about the English dub, I hope they use celebrities for the voices. I'll still watch it in Japanese, but a dub with celebrity voices could be quite entertaining. I think if the movie has a theatrical release in the states (weirder things have happened), that would increase the chances that that would happen. They'd probably still use Sabat and co., but here's hoping. 
EDIT: Then again, if it does get a theatrical release, I'm definitely going... which means I will be stuck with English voices until I can get my hands on the DVD. Hmm..

One would think that they'd stick with the already-established American voice cast for their dub for two reasons:
1. As anime voice actors who aren't big name, they'd be cheap as hell.
2. No fanbase backlash.

I'd definitely have a woman playing Goku, not just because that's how he's portrayed normally in Japanese but it would just be weird to watch, and funny to see the typical dub fans' reactions.
Either that or reuse the Dragon Ball Evolution cast, that would be amazing.
