She's a cyborg, so she's never getting worse.

Although, Bulma for me holds the title, but not by much. I think Chichi had her running for her money in Z to about the Cell saga. Really though, they both have their own "qualities," so-to-speak. Bulma's got more of the hot-model look, where as Chichi has more of a, I wanna say, supple quality to her.

I hope that made sense.

I forgot completely about that! I think it's settled, then: It's neither Bulma nor Chi- Chi, but android 18! Any objection?
