Yeah, Kaio had never mastered Kaioken, meaning he could not use it to multiply his strength. He is, however, the one who developed it and he is capable of using its basic power up property and its speed enhancement. That scene is the only scene where the often mentioned "Kaioken x1" is actually used.
I believe that explains why he and Goku both have a bright white aura in that scene. He is showing Goku the basics of the move. His hope is that by explaining the intention of the technique that Goku can take it farther and master it. Which he does. The multiplying factor is when the ki turns the fiery red.
