I just used those instead of numbers because I didn't feel like working with actual numbers. I took what the story suggested and made a power scaling chart.

@dbzfan:

A few things about your list.

First and most importantly, I'd suggest scaling everything lower at this time, if you're going for a conservative list, to keep spacing decent. It might be better to place the Super Saiyans in the 200s or very low 300s rather than the 400s.

Two, the gap between 18 and Vegeta seems too small.

Third, the gap between Imperfect Cell and Kamiccolo (err, 16 and 17) is WAY too small. Cell tanked his strongest attack and beat him in one hit. Then he effortlessly demolished 17. Can you imagine, say, Namek Goku tanking something like that from Freeza? He couldn't even tank a punch. Kamiccolo should be no more than 60% of him IMO.

I also disagree with Piccolo being such a bug to the Super Saiyans. I've found that Piccolo x 2 = Kamiccolo works well when determining his pre fusion strength.

Power Increases

Oozaru: 10x base
Kaioken: This technique increases the users power level based on the number of times it is stacked. Standard Kaioken will raise the users power level by 1.5x.
SSJ: 50x base. This form's multiplier becomes very flexible after mastering SSJ.
SSJG2: 1.5x SSJ
SSJG3: 2x SSJ, this form is incredibly slow so it is impractical in battle.
RESSJ: 10x base, this form is achieved after training yourself to maintain the SSJ form as if it were your base form.
FPSSJ: 5x RESSJ
SSJ2: 2x SSJ or FPSSJ/100x base
SSJ3: 4x SSJ2/400x base
SSJ God: 50,000,000x base
Fusion Dance: Both power levels must be equal. A + B x 10.
Potara Earring fusion: A + B x 100. The multiplier is divided by the difference in power levels. If the difference exceeds the multiplier, dived that number by the multiplier. If the fusees are rivals, the result is like multiplication.
Zenkai: Zenkai's are special power ups Saiyan's receive after healing from near death injuries. In the Early parts of the series, Zenkai's shot up a persons power by a random number however later on in the series these increases were less noticeable. This probably happened because of the SSJ transformation.

How did Gohan get weaker from Saiyaman arc to the budokai.

You have him at 59,000,000 7 years later and 56,000,000 after his training with Goten.
Why Dragon Ball Consistency in something such as power levels matter!

So... so I don't have to scan the whole thing, what's different between this list and the last?

@dbzfan: seems mostly good, just a few things wrong. Mostly unnecessarily small and unnecessarily large gaps, like Vegeta vs 18, Imperfect Cell (post) vs Kamiccolo, Semi-Cell vs 16, and especially Perfect Cell vs Vegeta. It makes things look inconsistent.

Also, Initial Imperfect Cell was stated to be above Vegeta.

Vegeta vs 18 is the large one. Unnecessarily so, as Vegeta was actually holding his own against a 18 who explicitly said she was going seriously. The Cell fights (by which I mean all of Cell's curb stomps) are the tiny ones, and create clear contradictions with your other levels due to the tanking feats involved, especially Perfect Cell not budging from a full force kick to the neck.

When did 18 say she was serious? They both said they weren't fighting seriously (I lowered 17 and 18 a bit because the gap was a too large). I have Cell just a little above the 60% you mentioned and I think it's fine. Perfect Cell starts at a level lower than Vegeta and then brings out more and more power as they fight.

So why don't you list the level Cell was at when demolishing Vegeta? That level is important to Cell Games Vegetas strength.

Another minor error: you have SS Vegeta at 1 million vs Semi-Cell.

I also think Good Buu is too low, because in his fight with Kid Buu he was able to hold his own. Or is that Good Buu different than this one?

Seems like you went with the "Gohan was only a SS" side. What a shame.

I'd also recommend a decent gap between Goku and Cell. Cell seemed pretty dominant, and Goku said he'd instantly lose if he made one little mistake.
