Its implied in DBM that they have been losing power steadily throughout the years. But if their systems are now really breaking down, its possible for them to have very noticeable fluctuations in power and such other more severe flaws popping up. DBM hasn't clarified this, I'm just saying its possible. This last page with Arale wasn't very clear about that... There are many possible explanations about the cyborgs being weaker in the future.
What Trunks' presence in the present has changed is likely that Gero had to rush and activate C-17 and C-18 very quickly.
Possibly, he had more time to work on them in the future and chose to reduce their power level since it was a problem with their obediance, though it didn't save him in the end.
However, we don't know for sure the circumstances of their activation in the alternative future.
I think I remember Trunks said something like "eventually, one day, he was forced to activate them", implying that perhaps something similar to the present timeline had happened, with the Z warriors cornering him and forcing him to activate C-17 and C-18 out of desperation...
So, we still lack information to have more than theories on the difference of power level, but if he did live longer and therefore had more time to work on them and tweak their power level, I would consider it as the most logical possibility that Gero himself ended up lowering their power level whereas he was killed too early to even think of that in the present timeline.

That's information taken from the manga/guide books, which comes from Trunks, who's information is flawed. Based on the information we have, that Trunks does not, we can tell that they aren't weaker in the future. I was rooting for Arale, but I'm happy enough with how this worked out too. I still can't comprehend what so many of you have against the humor that was present in this chapter - did you not enjoy this kind of stuff back in original DB either or something?

Nice gag. (I'm a huge fan of Chrono Trigger in case it isn't obvious from my avatar.)
There were about two genuinely funny gags in that chapter, and neither of them needed ugly art to be effective.

I get the impression that this was the necessary outcome because, as amusing as U2 might be, the joke was already made and ran its course. There's not much more to do with it other than continue making cameo gags since it can't really be written into the actual plot too heavily thanks to there being no explanation behind it. U2's description even lampshades it by calling it a universe with no logic. Without being able to actually define what U2 is and give it some semblance of a background (fairly impossible without involving multiple planets, time periods, and possibly sub-universes), these characters would be too jarring to include in greater detail. Not to mention it would turn DBM into a giant crossover as opposed to a straight Dragon Ball fanfic.
Plus, there's the even better gag of 18 wanting to quit but still managing to win her rounds. So I don't much see the value in keeping U2 competitors in the running. Especially if they're going to be up against potentially interesting Dragon Ball characters like adult Gotenks. It's one thing for Arale to beat up a throwaway fanfic Mary Sue gag but these in-jokes shouldn't be taking out actual Dragon Ball characters.

They wouldn't add false information into the Daizenshuu on purpose. Besides the Cyborgs have a trade off.
