The Piccolo move is really hard to understand indeed, I unlocked it earlier this day and just can't pull it off.
The other controls are quite easy though. Gokuu's transformation is just toward, half circle toward, attack. Just don't use the analog stick, always the digital pad.

Huh? Really? I can't pull anything off with the analog stick. Ever. In real arcades I can't even do a Hadouken at SFII arcade ^_~; Digital is so much easier for me...

Yeah, the analog stick absolutely feels easier to use to me.
And just for amusement sakes, I wanted to point out that on the stage 'Eastern Capitol' (the destroyed city with the Saiya-jin space pod) destroying the phone booth will reveal Supa Man (I'm pretty sure that's hit name...).
Who will promptly fly away.

Yeah, they seem to have those types of easter eggs in the game. Dende's in The Planet Namek. Mr Satan's in the Cell Games Stage. Baba's in the bottom of the Enma's stage. Upa in the bottom of Kami's Palace, alas Karin's Tower. Puar's in The World Tournament Stage. Comment on the negative / mediocre reviews the PS2 DBZ games got so far:
I don't understand why DBZ cel-shaded games are reviewed by people who detest cel-shade and DBZ. It's just wrong (not to mention stupid). I mean, comments like "No more Dragonball"? "Didn't we outlaw cel-shades"? What the f**k...

I haven't started a Piccolo card yet, but from what you're describing, it's like drawing a star with your D-Pad. So...let's see. My character has over 200,000 but it doesn't seem to have made him drastically stronger than he was at 1000.

That..I'm unsure of as well. My guess would be that its the measure of how strong your attacks are. Because the CPU players that have high enough BP to break the scouter can finish me real quick...sometimes. 
EDIT: Could be that it makes subtle differences, but makes a difference nonetheless.

True, but it seems to me that it's due to a sudden increase in computer AI difficulty... they move faster and whip out their attacks faster, but I'm not so sure that the attacks themselves are any stronger. No, it doesn't work. The move end with "forward, attack". The exact motion for Maou Rebirth Ranbu is b, f, db, u, df, b, f+2P, but that thing is hard as hell to pull of on command. Instead, try b, hcb, ub, u, uf, f, df, b, f+2P or a partial clockwise 720 motion starting from b, continuing with 1½ spins and ending in f+2P.

It doesn't have any practical use per se as far as anyone can tell, just your character's "ranking". I'm guessing it had more of an use in the arcade version where it stood as a pretty good indication on how much you had played the game.

I'm starting to remember one of the reasons why I wasn't so good at Street Fighter games; sometimes, I can't do the complex d-pad movements very reliably.

Most things about the game are great, however; the only thing that really gets on my nerves is the US version not having Japanese voices as an option! I swear why the hell did they not put it in?! Seriously, they did for B3:GH and BT so why not continue the trend and put it in Super DBZ! Such idiots! I mean how hard can it be? If they can do it for B3:GH and BT, surely they can do it for Super DBZ too!

I understand your frustration, but I don't really care about not having the original voices; lately Japanese vocals are getting on my nerves, and I prefer to hear English speech. Imagine that I started to listen to FF7 AC in Japanese, and turned it to English after, oh, three minutes.
Besides, Masako Nosawa is lacking when compared to the US voice actor (IMO). Freeza is lame as hell though. Linda Young is the bane of the dubbies.
Keep your hopes up for a "Greatest Hits" version, in which the Japanese voices will be included.

In retrospect, Schemmel (or any other Son Goku English VA) lacked much of the dialect Son Goku had. Both Nozawa & Schemmel have their pros & cons. Besides, I generally don't think Goku's high pitched voice would really matter or bother any 8-12 year old child in which the show was aimed at. Even some of the more recent popular anime titles that generally are aimed at that same age group have female seiyuus voicing the lead roles. It is dissapointing to see that the Japanese voices aren't included, but at the same time, Atari never said they would.
