No, because he did. Without his rage, he's not as strong as he was against Cell. He doesn't have weaker base/SS forms, but his maximum is far lower. Also according to the Daiz, that's what he was using against Dabra before Vegeta said that.

No. Just that his SSJ2 power plus a rage boost is stronger than his SSJ2 power alone.

Only Daiz say that. Gohan got weaker but lack of training not lost of rage. Makes more sense. I mean it was 7 years.

Not really that obvious. I thought of it as Gohan's rage letting him unlock the SSJ2 transformation. I didn't see him raging the entire time, just the moment right before he transformed. His attitude and demeanor afterwards being the result of the SSJ2 transformation, just like Goku's attitude on Namek after transforming into SSJ for the first time.

But does she actually have super-human abilities in any way that Mr Satan doesn't? Do we ever see her use ki at all our go up against any super-warrior other than Goku, who beats her effortlessly?

Se gets to the finals of the Budokai back when super humans entered it, was called a great master by Roshi (he describes Chappa similarly), was trained by her very super human father, and most importantly was given a power level of 130 in Weekly Jump.
