I actually really like this Vegeta SSJ3 design. The official SSJ3 Vegeta from the video games tends to look just like Goku in different clothes, but here you can clearly see just from the face and subtle hair details that it's Vegeta.

When Gast killed the Cell Jr. in his fight, he shot straight through the nucleus in his head, killing him instantly. Vegeta destroyed the head of this one, plus you can see the rest of his body fading away in the first panel. I don't think he's coming back.

Yet Cell came back after Goku blew his entire top half apart. Later Cell points right at his head when mentioning the nucleus so how did Cell come back from the Shunkan Ido Kamehameha. Honestly Cell is like Buu. For Cell, yes.
